asked the Chancellor of the Exchequer whether, in view of the expense incurred in postage by the various national health insurance societies from having to make so many communications with the National Insurance Commissioners for the purpose of interpreting correctly the meaning of the various regulations, he will allow all communications addressed to the Insurance Commissioners to be posted free of charge?
