Mr. BUXTONThis Report is in a forward state of preparation. I am very sorry, however, to say that Mr. Schloss, who was specially entrusted with the investigation and who possessed eminent qualifications for the work, was compelled a few weeks ago to relinquish it owing to an illness which, to the great regret of myself and of all Mr. Schloss's former colleagues in the Board of Trade, resulted in his death on Tuesday last. If in these circumstances the issue of the Report is somewhat postponed, I am sure that the House will appreciate the reason. I hope, however, that the part which relates to the United Kingdom will be published within a month from the present date.
