asked whether the Russian Buriat Dorjieff has returned to Lhassa; and whether a British agent can now be sent to Lhassa to see that treaty engagements regarding Tibet are duly observed?

According to the information which has been received by His Majesty's Government through the British Trade Agent at Gyantse, Dorjieff was recently at the Monastery of Samding, near Lhassa, but was not there as a Russian agent, and left this place on 4th September to return to his own country. With regard to the second part of the question, I would refer the hon. and gallant Member to Article III. of the Anglo-Russian Convention of 1907.
