asked whether the new regulations with regard to foreign-going ships will contain any rules with regard to excessive speed, especially in the neighbourhood of reported icebergs?

Mr. BUXTON

The rules of which I have laid a draft before the House, are made under Section 427 of the Merchant Shipping Act, 1894, which relates exclusively to life-saving appliances. It is not, therefore, possible to deal with the speed of ships in these rules. I am, however, calling attention of shipowners to the recommendation in Lord Mersey's Report relating to the matter.

Is it correct that bounties or premiums are given to the officers for record passages?
