§ (1) This Act may be cited as the Temperance (Scotland) Act, 1912, and shall apply to Scotland only.
§ (2) This Act and the Licensing (Scotland) Act, 1903, may be cited together as the Licensing (Scotland) Acts, 1903 to 1912.
§ Sir G. YOUNGERI beg to move, in Sub-section (1), to leave out the word "Temperance," and to insert instead thereof the word "Licensing."
This is really a Licensing Bill, and I think the name ought to be changed. There may be differences of opinion whether it is a temperance measure or not. The right hon. Gentleman would say it is, but I am not so sure about it. It is a sort of canting name introduced into the nomenclature of an Act of Parliament. Acts of this sort 471 have always been called "Licensing Acts." It is a Local Veto Act pure and simple, and I think it ought to have its proper designation.
§ Sir F. BANBURYI beg to second the Amendment. I hope the Bill will not pass
§ into law, but if it does it ought to be called by its proper name.
