HC Deb 07 October 1912 vol 42 cc23-4
Mr. JOYNSON-HICKS

I beg to ask the Prime Minister whether the proposals recently outlined by the First Lord of the Admiralty for ten or twelve separate Parliaments in the United Kingdom were made with his approval and with the sanction of the Cabinet; and, if so, whether he proposes to introduce legislation to carry them into effect?

Mr. LLOYD-GEORGE

The Prime Minister has asked me to reply to this question. If the hon. Member will refer to the report of the speech in question, he will see that my right hon. Friend expressly said that he was speaking his own thoughts on the question.

Mr. BONAR LAW

Is it possible under constitutional government that a member of a, Cabinet should make such a declaration without authority of the Cabinet of which he is a member?

Mr. JOYNSON-HICKS

Will the right hon. Gentleman answer the question, which is whether the Prime Minister agrees with the statement?

Mr. LLOYD GEORGE

I have given the answer to the question.

Mr. JOYNSON-HICKS

I will put it down again when the Prime Minister is present.

Sir F. BANBURY

May I ask the right hon. Gentleman if he agrees?
