asked whether the Cabinet Committee, at present considering the reconstruction of the Second Chamber, is likely to complete its work in time to enable the Government to submit its proposals to Parliament next Session; and whether such Committee will have regard to the important and extensive powers usually vested in the Second Chamber of a Federal Commonwealth rather than to the very limited functions proper to a Second Chamber in a unitary State?

The PRIME MINISTER

As I have already stated, I am not prepared at present to make any statement with regard to the business of Parliament in the next Session. The Cabinet Committee will take into consideration all relevant matter.

Mr. PIRIE

Is not the solution of this question rendered all the more urgent for Scotland owing to the mutilation in another place of the Temperance (Scotland) Bill, which has been demanded by Scotland for more than thirty years?

The PRIME MINISTER

I think that that is a relevant consideration.
