asked the Chief Secretary for Ireland whether, having regard to, the recent ruling of the Commissioners of National Education for Ireland re the application of Rule 92 (j), he can state if a refund will be made to those teachers of the salaries or other emoluments which were withheld from them for non-compliance with that rule in the past; and if they will be recouped the sums they have had to pay for substitutes during the period that the regulation referred to was enforced?

I would refer (he hon. Member to the replies which I gave yesterday to the similar questions of the hon. Members for North Leitrim and Mid-Armagh.

Is the right hon. Gentleman aware that in each of these cases a loss of £12 to £15 has been incurred by the parties concerned?

Mr. BIRRELL

Yes, Sir, I know that loss has been incurred while the regulation was in operation in paying substitutes. I will do what I can to see whether the parties concerned can recover the money.
