asked whether Mr. Michell, the British Consul at Iquitos, is now on his way to Europe; whether we have a fully paid British Consul stationed at Iquitos at the present time; and, if not, where is the nearest Consul to the Putumayo district, from which Iquitos is 1,200 miles distant?

The answer to the first part is in the affirmative: to the second part in the negative, but the unsalaried Vice-Consul is now in charge of the Consulate.

Will the right hon. Gentleman consider the propriety of appointing a salaried Consul in this district as soon as possible having regard to the atrocities in Putumayo?

We have got a salaried Consul who is coming home on leave and the unsalaried Vice-Consul does his work while he is absent on leave.
