asked whether, in view of labour conditions on the Islands in the Gulf of Guinea, for which this country has treaty and other responsibilities, His Majesty's Government will favourably consider the appointment of a fully-paid Consul for those districts?

Independently of the question whether the labour conditions on the Islands in the Gulf of Guinea involve treaty responsibilities on the part of this country, His Majesty's Government have already decided to appoint a salaried Consular officer for these Islands.
