67. Mr. WORTHINGTON-EVANS

asked whether the Insurance Commissioners have decided that no employers' fund shall be approved unless it has 500 or what other minimum number of members; if so, by what authority the Insurance Commissioners have so amended the National Insurance Act; and whether the same minimum is to apply to other approved societies?

Mr. MASTERMAN

The answer is in the negative. The Commissioners do not require more than 200 members as a condition of the approval of employers' funds, and only require that number in the case of new funds. Employers' funds are at no disadvantage in this respect as compared with other types of societies seeking approval.

Have all other approved societies got to have a minimum of 200?

I think all other new ones have to have a general minimum of 500, unless there is special reason why they should have less.

Have the Commissioners altered the Act in that respect?

Mr. MASTERMAN

There is no question of that. The Commissioners have absolute discretion as to the minimum they fix in order to secure approval.
