§ Sir E. GREYThe semi-official statements issued in St. Petersburg and reported in the Press contain, so far as I am aware, the salient points of the agreement. The protocol attached to the agreement has not yet been communicated to me. It would seem primâ facie, that the agreement is intended to confirm rights and privileges for Russian subjects which existed under previous treaties of many years' standing, and generally to secure the status, practically amounting 452 to autonomy, which was the normal condition of Outer Mongolia; but I am awaiting further information on these points.
