asked whether instructions to the Lord Lieutenant in respect of Clause 7 (1) and 7 (2) will be in general terms or have reference to a particular measure?

Mr. BIRRELL

There is no doubt that there may be instructions of His Majesty in general terms and also special instructions as to a particular measure.

33. Mr. KEBTY-FLETCHER

asked whether the Speaker or President of the Irish House of Commons will be required to certify on every Money Bill sent up to the Irish Senate, and presented to the Lord Lieutenant for the Royal Assent, that it is a Money Bill; and, if not, what procedure will be followed in the event of a disagreement between the two Houses in respect of any particular measure coming within the definition of a Money Bill?

The answer to the first part of the question is in the negative. As regards the second part of the question, the matter will rest with the two Houses, and it is not anticipated that difficulty will arise any more than under Colonial Constitutions.
