asked the Home Secretary whether a knowledge of Welsh is still an essential qualification for the post of chief warder of His Majesty's prison at Carmarthen; whether the post has yet been filled; and, if so, whether the person appointed is conversant with the Welsh language?

Mr. McKENNA

It is presumed that the question refers to the appointment of governor which has just been filled. The new governor, like the late governor, does not speak Welsh, but seven out of ten of the warders at this prison do so. Prisoners who cannot speak English are very rarely received at Carmarthen.
