asked whether, under the interpretation placed upon the Anglo-Russian commercial treaty of 1859, there is discrimination between different classes of British citizens on account of their religious beliefs; and, if so, whether he will state what steps will be taken to-secure the abolition of such disabilities?

Mr. ACLAND

The disabilities referred to are, under Russian law, imposed on all persons, whether British or otherwise, of the Jewish faith. I have already explained, in answer to questions of the hon. Member for North-West Manchester, that Great Britain has no treaty right to claim for British subjects more favourable treatment in this respect than is accorded to Russian subjects or those of other countries.
