Mr. FRED HALL (Dulwich)asked the Prime Minister what period has elapsed between the passing by the House of Commons of Resolutions under which taxation is raised, and the giving of Royal Assent to the Act confirming the same, in each of the ten years up to and including 1912; and whether the legislation promised by the Chancellor of the Exchequer will make provision for the earlier passing of the Finance Act in future, or whether it is intended to give validity to Resolutions of the House of Commons without the concurrence of the House of Lords or the Crown?
