asked the Under-Secretary of State for India whether he is aware that the Inns of Court authorities have recently made new regulations whereby persons who have passed the preliminary examinations for the M.A. degree at a Scottish university are refused acceptance as candidates for the Bar unless their native language is English; whether he is aware that many natives of India have become students at Scottish universities; and whether the Secretary of State for India has made any representations to the Inns of Court against this discrimination against Indian subjects who have passed the same test as natives of Great Britain?

The Secretary of State has recently learnt that the Consolidated Regulations of the Inns of Court have been amended as stated in the question. He had no antecedent knowledge of the change, and is not aware of the reasons for it, but is making inquiries.
