asked whether the Government has ratified The Hague Opium Convention; and whether it has any in formation regarding ratification by any of the other Powers?

The reply to both points is in the negative. For the reasons of the delay in ratifying, I would refer the hon. Member to Articles 22 and 23 of the Convention. Except in the now unlikely event of all the Powers signing the Convention and supplementary Protocol before 31st December, 1912, ratification can in no case take place until after that date.

3. Dr. CHAPPLE

asked whether the Report of the British delegates to the International Opium Conference has been finally considered by His Majesty's Government; and, if so, when the House may find it laid upon the Table?
