asked the President of the Board of Agriculture whether farm institutes, to the provision of which he is proposing to apply £325,000 out of the Development Fund, will in every case involve buildings either separate or as part of an agricultural college or university, or whether, in counties like Wilts, where the greater utility of peripatetic instruction by contrast with centralised educational effort has been clearly demonstrated by long experience, the term "farm institute" will be deemed to include all instruction and demonstration work in agriculture which a county council may provide, and which is outside the ordinary scope of an agricultural college, even when such work involves the provision of no buildings whatever?
