HC Deb 04 November 1912 vol 43 cc809-10
2. Sir J. D. REES

asked how long the Government proposes to give the Chinese Government for complying with its engagements as regards the cessation of the poppy cultivation before it proceeds to withdraw from an agreement, onerous and expensive to the Indian taxpayer, which it has no sufficient reason to think that the Chinese will carry into effect?

Mr. ACLAND

I am unable to add to the information given to the hon. Member on 14th and 21st October.

Sir J. D. REES

Has the Secretary of State the intention to put some definite termination to the present situation?

Mr. ACLAND

I have just stated that I am unable to add to the information previously given.

Sir GEORGE TOULMIN

May I ask if the Under-Secretary has been made aware of the fact that the Chinese Government has given evidence of its sincerity by the disqualification of opium smokers from the franchise, along with convicts, bankrupts, and lunatics?

Mr. ACLAND

I do not think we have that information yet. It is very interesting, if true.
