Mr. EDMUND HARVEYasked the Secretary of State for the Home Department if he will say when the Leeds City Council first submitted its draft by-laws, under the Employment of Children Act, for approval of the Home Office; when was the last day appointed for receiving objections to the draft by-laws; and whether, in view of the admitted need for the regulation of the employment of children, he will expedite the confirmation of the by-laws?
§ Mr. McKENNAThe draft of the bylaws was received on the 15th of April of 1564 last year, and after correspondence was provisionally approved on the 17th August. The by-laws were not, however, passed by the town council until the 6th of December, and were not submitted to me until the 6th of January, and the statutory requirements as to publication, prescribed by the Order of 11th November, 1903, were not completed until a week or two ago. A certain number of objections have already been received, which will require consideration; but I will do what I can to expedite a settlement of the matter.
