§ The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Acland)As I have already stated, negotiations with the Turkish Government on this subject are in progress; but they involve a large number of complicated technical questions, and it would not be possible to make a statement at this stage.
