asked whether the German Government informed the British Government in 1909 that it did not intend to make any addition to the Navy Act of 1908; and whether, in spite of this declaration, the German Government is now making an addition of three Dreadnoughts?

No assurances were given, and I cannot say what the intentions of the German Government were from time to time as it was open to them to vary them.
