Mr. WHELER

asked whether it is the intention of His Majesty's Government to introduce a measure of Home Rule for Scotland and to endeavour to pass such a measure into law during the lifetime of the present Parliament; and whether he has given any pledge to this effect?

The PRIME MINISTER

I have given no pledges which go beyond the statements I have made in the House, to which I must refer the hon. Member.

Mr. WATT

Will the right hon. Gentleman say whether he has given any pledge not to introduce Home Rule for Scotland?

The PRIME MINISTER

I have nothing to add to my answer. I have given no pledge beyond what I have stated in the House.

Mr. SANDYS

Will the right hon. Gentleman in the development of the federal scheme be prepared to give precedence to a scheme of Home Rule for England?

Mr. WHELER

May I ask the right hon. Gentleman whether in the event of the Government of Ireland Bill being passed into law he adheres to the statement attributed to him that the representation and composition of the House of Commons would be illogical and incoherent?

I do not know to what the hon. Gentleman is referring.
