asked the Prime Minister if he will give the House full opportunity of discussing any contemplated cession of territory to or any exchange of territory with Germany before concluding a treaty with that country?

The PRIME MINISTER

As was stated by my right hon. Friend, the Secretary of State for Foreign Affairs, in reply to a question asked by the Member for Canterbury on 22nd February last, in the case of any cession of territory which was more than a frontier rectification, the assent of the House would be asked under the conditions laid down by His Majesty's Government in the Debate of July, 1890.
