Captain FABERasked the Prime Minister if he will give the House full opportunity of discussing any contemplated cession of territory to or any exchange of territory with Germany before concluding a treaty with that country?
§ The PRIME MINISTERAs was stated by my right hon. Friend, the Secretary of State for Foreign Affairs, in reply to a question asked by the Member for Canterbury on 22nd February last, in the case of any cession of territory which was more than a frontier rectification, the assent of the House would be asked under the conditions laid down by His Majesty's Government in the Debate of July, 1890.
§ The PRIME MINISTERI refer the Noble Lord to the speech made on that occasion by the right hon. Gentleman the Member for the City of London, to which the Government desires to subscribe.
