HC Deb 13 May 1912 vol 38 cc775-7
Major GUEST

asked the hon. Member for the Doncaster Division, as representing the Ecclesiastical Commissioners, if he will say what part of the net income of the Commissioners derived from property situated in Wales and Monmouthshire, and originally belonging to Welsh bishoprics and chapters, consists of tithe rent-charge or the proceeds of the sale of tithe rent-charge; what part of the said income consists of land or the proceeds of the sale of lands; and of what other kinds of property, if any, the said income consists?

Sir CHARLES NICHOLSON (Ecclesiastical Commissioner)

The net rental of the Ecclesiastical Commissioners for the year to 31st March, 1911, from properties in Wales and Monmouthshire originally belonging to Welsh bishoprics, chapters and other Ecclesiastical offices, was as follows:—

From lands (including ground rents) £7,627
From profits of manors and miscellaneous receipts 52
From mineral royalties 1,445
From tithe rent-charge 14,380
£23,504
The Commissioners have not kept separate accounts as between Wales and England of their sales of land and the application of the proceeds of such sales, and it is not therefore possible without an investigation of the transactions of that nature and the application of the proceeds thereof during the last sixty years to state what part of the Commissioners' present income is derived from the proceeds of the sale of lands and tithe rent-charge formerly belonging to Welsh Ecclesiastical preferments.

Major GUEST

asked what part of the net income of £14,803, representing appropriations of tithe rent-charge and lands to Welsh benefices by the Commissioners from the ancient Welsh episcopal and capitular estates taken over by them, consists of tithe rent-charge and land respectively?

Sir CHARLES NICHOLSON

According to the Return of the Endowments of Welsh Benefices forming Appendix A to the Report of the Welsh Church Commission, these endowments included land and tithe rent-charge derived from the Ecclesiastical Commissioners as follows:—

Per Annum.
Land producing gross rents of £791
Tithe rent-charge of the commuted amount of 24,837

The corresponding net figures calculated in the manner described at page 84 of the Memorandum of Archdeacon Evans and Lord Hugh Cecil attached to the same Report would be—

Per Annum.
Rents of Land £653
Tithe rent-charge, net 14,480
amounting together to £15,133

This total is reduced to £14,803, the amount stated in the same Memorandum by the deduction of £330, a rough estimate of the annual income from that part of the same land and tithe rent-charge which has been acquired not by direct Grant from the Ecclesiastical Commissioners but by purchase out of cash Grants to the value of £11,000 made by the Commissioners.
