Mr. MARTIN

asked whether, in view of the fact that many issues of debentures of Canadian companies are floated on the London market, not as speculations, but as investments as to which the money realised from the sale of the debentures much exceeds the real value of the assets of the company, the greater part being paid over by the company to the Canadian promoter and the London stockbroker, leaving the company insolvent, he will reconsider his refusal to appoint a Royal Commission to take evidence as to the desirability of making such practices a criminal offence?
