HC Deb 09 May 1912 vol 38 c592
Major ARCHER-SHEE

asked the Prime Minister under which portion of the reference to the Court empowered to investigate the loss of the "Titanic" that Court has power to report on the culpability or otherwise of the Board of Trade itself in failing to issue proper regulations for the provision of proper boat accommodation on passenger ships?

The PRIME MINISTER

The Court is not limited by any specific terms of reference in regard to its recommendations, and is perfectly entitled, as I told the hon. Member last Thursday, to report as to the action of the Board of Trade, if after hearing all the evidence it sees fit.
