asked if the Prime Minister will appoint a Royal Commission to examine into and report upon the present system of unloading upon the British public unsound Canadian investments by stockbrokers in the City in league with unscrupulous Canadian speculators, to the great detriment of Canada and to the sorrow of the British investor, with a view of proposing legislation on the subject?

The evils of speculative operations are not, in my opinion, such as can be met by legislation. I am not aware that Canadian stocks offer a specially favourable field for such operations, and I cannot adopt the hon. Member's suggestion that a Royal Commission should be appointed.
