§ Mr. AMERYMay I ask whether, as a matter of fact, the powers of education in South African provinces are for five years only, and that they can impose no direct taxation except such as may from time to time be assented to by the central Parliament of the Union?
§ Mr. HARRY LAWSONMay I ask whether that particular provision has not been generally condemned in South Africa since it was passed, and whether there was not the strongest view that it ought not to have been accepted?
