asked whether the President of the Local Government Board is aware that the vaccination officer of the Croydon union, upon receiving certificates of declaration of conscientious objection to vaccination under the Vaccination Act, 1907, but signed by the mothers of children, has kept such certificates until after the children have attained the age of four months, and then threatened to institute proceedings; and, seeing that it is the duty of the vaccination officer, under paragraph 10, Schedule 4, of the Vaccination Order of the Local Government Board, 1898, to refuse all invalid certificates, whether he will take steps to compel the officer in question to perform his duties properly?

I received two complaints in 1908 that one of the vaccination officers in the Croydon Union had not returned defective declarations until after the child to which they referred was four months old. I corresponded with the vaccination officer at the time, and have had no complaints since, but I am again drawing his attention to the matter.
