§ Mr. MONTAGUAccording to the latest information in the possession of His Majesty's Government 433 Finnish pilots have resigned. I am unable to state what percentage this figure represents. The matter is one of Russian domestic policy, and there are no grounds which would justify any representations to the Russian Government.
