§ Mr. PETOI beg to present a petition from the London Master Builders' Association praying that this House will pass legislation without delay securing that the number of pickets during a trade dispute shall be limited to two, and be permitted only to attend the place where a person works or carries on his business, and making all unions, whether of masters or men, responsible for their acts as are ordinary citizens.
