Mr. KELLAWAY

asked the Chief Secretary how many soldiers and police are to be moved to Belfast in order to secure the right of free speech for the Leader of the Opposition on the occasion of his forthcoming visit to that city?

Mr. BIRRELL

As far as those responsible for the preservation of the peace can judge at present it will not be necessary to draft extra military or police into Belfast on the occasion referred to. I have sufficient confidence in the Nationalists of Belfast not to anticipate any interference with the exercise of free speech by Members of the Opposition in Ireland.

Captain CRAIG

Was the right of free speech ever denied by the citizens of Belfast?

Mr. BIRRELL

So far as I can make out it was denied in a particular place.

Captain CRAIG

Was it not only denied in a certain place because of the provocative challenge thrown out?

Mr. KELLAWAY

In the event of my right hon. Friend becoming aware of any Liberal Privy Councillors who incite to a breach on this occasion will he prosecute with the same rigour as the Government prosecute other persons?
