asked whether there are any midshipmen at present in a train- ing ship who, though three months have elapsed of their third year, have had no naval instructor appointed to help them in their studies; and, if so, what steps will be taken to prevent such omission operating to their detriment on examination for passing out?

Only four midshipmen of the seniority referred to are serving in ships without a naval instructor. These left their naval instructor only seventeen days ago.
