§ Sir E. GREYThe answer to the first part of the question, and, therefore, to the second also, is in the negative. The protecting Powers have consulted together as to what steps it may be necessary for them to take to preserve the status quo in Crete, and have not invited any other Powers to share with them the not very agreeable responsibility for that in Crete. But should the difficulties in Crete give rise to complications outside Crete, the scope and extent of which could not be foreseen, it is certainly my hope and desire, which, as far as I am aware is shared also by others, that the Powers, including Germany and Austria, would consult together.
