asked the hon. Member for St. George's-in-the-East, as representing the First Commissioner of Works, whether there is any intention on the part of the Office of Works to allow the sub-letting of contracts or parts of contracts without permission being first given; whether the present policy of the Department is not to permit any subletting unless good and sufficient reason is shown; and, if so, whether this policy is to be maintained?

The reply to the first paragraph is in the negative. The rule of the Department is that no subletting whatever is allowed except with the permission in writing of the Department. This policy is governed by the terms of the Fair-Wages Resolution, and there is no intention of departing from it.
