Garstin, formerly a chargeman on the Oudh and Rohilkhand State Railway, who was dismissed for having petitioned against a fine of ten rupees, which he alleges was unjustly inflicted; whether he had twelve years' service on the line without complaint or charge having been made against him of any kind; and whether he can take action to secure an independent, inquiry into the facts of the case?
§ Mr. MONTAGUThe Secretary of State has no official information on this matter. If the facts are as stated, Garstin would have the right of appeal to the Railway Board, to the Government of India, and ultimately, if his salary at the time of dismissal exceeded Rs.250 a month, to the Secretary of State.
