§ Mr. HERBERT SAMUELMr. Bernard Kelly applied for the appointment of postman at Kildalky. He had not been in the employment of the Post Office as boy messenger or in any other capacity, nor had he served in the Army or Navy. He was rightly informed by the surveyor of the district that he had no title to a post on the establishment.
