asked the Chief Secretary for Ireland if he can state whether in the county of Limerick the system still exists of giving favourable records and promotion to members of the Royal Irish Constabulary according to the number of prosecutions brought or convictions obtained by them; and, if so, having regard to the temptation which such a system offers to constables to invent outrages or to bring false charges, whether he will have steps taken to terminate that system, as has been done with excellent results in other Irish counties?

The inspector-general informs me that no system exists in county Limerick of giving favourable records and promotion to members of the Royal Irish Constabulary according to the number of prosecutions brought or convictions obtained by them, nor, so far as the inspector-general is aware, did such a system ever exist there.
