The PARLIAMENTARY SECRETARY to the LOCAL GOVERNMENT BOARD (Mr. Herbert Lewis)

I beg to move, "That it be an Instruction to the Committee on the Bill that, if they pass the Preamble of the Bill, they shall insert a Clause or Clauses in the Bill for the purpose of applying the recommendations of the Joint Committee of the House of Lords and House of Commons appointed to inquire into the application of the provisions contained in the Local Government Acts, 1888 and 1894, and the Local Government (Scotland) Acts, 1889 and 1894, relating to financial adjustments consequent on the alteration of the boundaries of a local government area or on an alteration in. the constitution or status of the governing body of a local government area, and to report if they are of opinion that any amendments in such provisions are desirable so far as those recommendations are applicable to any adjustments to be made otherwise than by agreement between the councils and other authorities affected by the Order included in the Bill."

I do not know whether we shall have an opportunity of discussing this particular question. If so, I should like to ask the hon. Gentleman what it all means. I must confess I do not know what the result of the Instruction will be.
