asked the hon. Member for St. George's-in-the-East, as representing the First Commissioner of Works, whether there is any intention on the part of the Department to reduce or abolish the practice of having new work done by direct labour and having it done by contract; and, if so, will he state the reason for this proposed change of policy?

New works are almost invariably given out to contract, and there is no intention to effect any change of policy.
