70. Mr. GOLDSTONE

asked the President of the Board of Education whether he-is aware that there is dissatisfaction among the uncertificated assistant teachers serving in the area of the Durham County Council owing to the withholding of the annual increments of salary; whether he is aware that these teachers have declared that, failing redress of their grievances by the local education authority, they are determined to withdraw their services from the schools of the county; and whether he will place himself in communication with the local education authority respecting the grievances alleged to exist?

I have no official information on the matters referred to. It is for the local education authority to determine the salaries payable to the teachers in their service, and the Board have no right to intervene except when it appears that the efficiency of the schools is affected. I have, however, asked the authority whether they desire to make any remarks on the facts alleged in the question.
