asked the Secretary of State for the Colonies whether his attention has been called to the case of Bam Chand, who resided formerly in Canada and had been favourably known to the authorities in Vancouver and Victoria, British Columbia; whether he is aware that Earn Chand is an Indian student who before leaving Canada for a holiday in India obtained a letter, dated 27th June, 1911, from Mr. L. M. Fortier, the superintendent of immigration at Ottawa, setting out that he might return without question to Canada, but that when he attempted, on 10th May, 1912, to land at Victoria, he was refused admission to the Colony, and forced to go on to Seattle; and whether he will ask the Canadian Government for an explanation of these events?
