asked the President of the Board of Education whether he is aware that the total aggregate amount paid as school pence in respect of scholars in elementary schools in England and Wales receiving the fee Grant was, during the twelve months ending 31st July, 1911, £73,945 12s. 10d.; and whether he will issue a circular to local education authorities calling their attention to this burden on parents and to it being in the power of the local authorities to abolish these fees?

The total referred to in the first part of the question amounts to £63,897 0s. 2d. I have no reason to doubt that the local authorities are already aware of the facts referred to and of their powers under the Education Acts, and in view of the publicity which has been given to this subject by the hon. Member's speech last Thursday and his question today I see no reason for the issue of the circular he suggests.
