asked what were the exclusive privileges claimed by the Russian and Japanese Governments, respectively, in Mongolia and Manchuria; whether each of these Governments admitted the special claims of the other in these Chinese provinces; and whether the exclusive claims of either had been communicated to His Majesty's Government and were recognised by them?

Information concerning the special interests claimed by the Russian and Japanese Governments, respectively, in Mongolia and Manchuria, will be found in certain treaties, conventions and agreements between the Governments of China, Russia and Japan. His Majesty's Government are unable to add any information to that contained in those documents, but I shall be glad to furnish the hon. Member with a list of these documents mentioning the publications when they can be found, should he desire it. In reply to the second part of the question, I would refer the hon. Member to Article I. of the Convention between Russia and Japan, signed 30th July, 1907, which was communicated to His Majesty's Government. We recognise that Russia and Japan have special interests in Mongolia and Manchuria on condition that they are not contrary to the principle of the "open door" for British commerce.
