§ Captain NORTONI understand that the arrangement was made in consequence of a vacancy for a sorting clerk and telegraphist which it is not possible to fill at present. Postmen acting as substitutes for sorting clerks and telegraphists receive the pay of sorting clerks and telegraphists at one step above the minimum of the scale, or their own wages, whichever are greater.
