asked whether, in the event of the deficiency in the cost of administration of the Post Office Department in Ireland being increased, such increased deficiency will be paid out of the transferred sum or will have to be made good by the Irish Exchequer; and whether, in the event of the deficiency being reduced, there will be a corresponding decrease in the transferred sum?

The transferred sum would not be affected in either of the cases contemplated in the question. After the Post Office in Ireland had passed to the control of the Irish Government, the Irish Exchequer would be required to make good any increase in the deficiency, and would benefit by any decrease.
