asked the Secretary to the Treasury if he is aware that the constant changes and uncertainty in appointments upon the laboratory and chemical staff of the Customs and Excise inspire much uneasiness and alarm amongst the Civil servants concerned; and if he will publish the Regulations under which such, appointments are made and transfers effected.

No representations have been made to the Board of Customs and Excise indicating that any general uneasiness and alarm exists amongst the officers employed in the central laboratory and chemical out-stations. Officers are now seconded to chemical duties for definite periods instead of for undefined periods; but no officer ever had a right to remain permanently on chemical duties, and every consideration is being given in the manner of removal expenses and choice of new stations. Any necessary appointments or transfers are made in the ordinary manner, and there are no special Regulations on the subject.
