asked the Secretary of State for Foreign Affairs whether he has information to show that the traffic in arms to procure ivory and rubber in the district of Uele for purposes of revenue, referred to by Consul Armstrong and confirmed by Consul-General Mackie, has ceased; and whether the state of affairs in this district has improved, and, if it is no longer, as Consul Armstrong described it, a positive menace to the tranquillity not only of the Belgian colonies but also to the neighbouring colonies?

His Majesty's Consul at Boma is about to visit the Uele district, and his Report will be included among the Papers which will be laid before Parliament. It will no doubt give the information desired by the hon. Member, as Mr. Lamont's attention has already been specially drawn to this subject.
